Job Description
WORK CONTEXT
CESVI has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays CESVI is one of best positioned NGOs in Libya, with a diverse donor portfolio, serving all vulnerable target populations and with presence across the whole country.
In detail, CESVI has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes centre-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

- EU: PEERS III: Protection Enabling Environment and Resilience Services (Misrata, Zwara, Zliten)
- EU: Youth-centred dialogue for promoting peace and justice in Libya (country-wide)
JOB DESCRIPTION
The collaboration will start in February 2025.
The collaborato will respond to the Regional Protection Advisor.
Field presence: 50% presence in Libya – 50% presence in Tunis (or home-based/remote)
Community-based Protection Specialist with work as Technical Unit staff member and will be responsible for CB Protection activities across CESVI Libya interventions. This is cross-cutting position will monitor ongoing community-based protection activities to ensure systematic application and integration of community-based approaches in projects’ planning and implementation. Position does not have direct line management responsibilities.
1) Designing Community-based Protection tools
·Draft inclusive Community-based Protection Strategy based on ongoing and planned activities and projects for Libya Mission.
·Develop Community-based Protection Manual and CBP SOPs for specific projects. Revise and improve existing tools, including Community-based Care Arrangement (CBCA), CB Protection MHPSS, and other materials.
·Support the inclusion of participatory, community-based protection and AGD approaches in strategies and plans.
2) Accountability
·In cooperation with MEAL, ensure continued functioning, use of and improvements to the community members feedback and response mechanism, as well as information dissemination and communication with communities.
·Provide a range of accessible and rapid channels of communication with affected communities to inform affected people about procedures, structures and processes that affect them, so that they are able to make informed decisions and choices.
3) Staff Recruitment, Capacity Building, Learning, and Mentoring
- Participate in all relevant CB protection recruitments, including drafting ToRs and vacancy notices, preparing job requests, preparing tests and interview questions and participating in interviews.
- Technically support CB protection units’ supervisors, CB protection caseworkers and outreach officers to ensure expected quality in services and cooperation with communities in line with international and CESVI CB protection and humanitarian standards.
- Collaborate with program and TU colleagues to ensure CB protection learning events are conducted for implemented projects to document learnings and best practices for future programmes.
- Identify learning and capacity building needs for CB protection staff, CSOs, and community members on CB protection topics, design materials and deliver training.
- Assessing needs and strengthening overall CB protection capacities of existing and future local partners including volunteers.
- Mentoring CB protection supervisors and teams on the ground.
4) Community-based Protection Activities
·Developing tools for collecting information and assessing protection concerns and vulnerabilities among communities, including their safety issues, access to services, or discrimination, and share findings with program and technical staff to ensure adequate support based on findings.
·Through relationships with community members, CSOs, and network of partners work on identifying social, security, economic and cultural developments that have an impact on the protection environment and to guide how those developments might affect ongoing interventions, including changes of the protection approach if needed.
·Support communities in establishing representation and coordination structures to ensure participatory approach.
·Contribute to the TU, MEAL, and Protection teams on the ground information management component which provides disaggregated data on communities and their problems; researches, collects and disseminates relevant CB protection information and good practices to enhance CB protection delivery and provide technical advice.
·Lead CB protection cross-project activities, design communication materials (info sessions and awareness raising) on relevant topics.
·Supporting urban NFI/CRI distribution.
5) Implementation of Safeguarding policies –Adult at risk/Child Safeguarding/PSEA
- Ensuring Safeguarding measures are implemented within his/her area of responsibility.
- CESVI has zero tolerance approach to any form of abuse and sexual exploitation as well as bullying and a range of non-sexual abuse of power perpetrated by CESVI employee and related personnel against any individual (children and adults) regardless of age, gender, sexuality, disability, religion or ethnic origin.
- CESVI takes all the complaints and concerns about violence against children and SEA seriously and it initiates rigorous investigation of complaints indicating a possible violation of safeguarding policies as well as of CESVI Code of Conduct and of CESVI Ethical Code
ESSENTIAL REQUIREMENTS
QUALIFICATIONS
- Bachelor’s Degree in humanitarian assistance, social work, human rights, international law, social studies, economics, international development or another appropriate field; Postgraduate degree in relevant field is preferred.
- Minimum 5 years of experience in monitoring, evaluation, accountability, and learning, 2 of which with international development or humanitarian organizations.
- Minimum 2 years of experience in identifying capacity building needs and designing learning tools.
- Fluency in English (written and spoken), Arabic preferred but not essential.
EXPERIENCE and SKILLS
- Demonstrated experience in providing relevant technical and programmatic contributions to community-based protection project design and proposals.
- Experience developing and delivering in-person and remote training on Community based and general protection topics.
- Experience providing technical and managerial leadership to Community based protection teams in the development and humanitarian settings (in-person and remotely).
- Demonstrated skills in writing reports, best practice, case studies, and lessons learned.
- Ability and willingness to work in remote and isolated locations with ever-changing security scenarios.
- Experience in monitoring systems relevant to protection interventions.
- Proficiency in Microsoft Office applications including Word, Excel, Outlook, Access, PowerPoint.
- Strong interpersonal and communication skills and ability to facilitate a collaborative environment among colleagues and stakeholders to promote effective coordination.
- Excellent problem-solving and analytical skills.
- Self-motivated, able to take the initiative, resilient, and able to work independently.
- Demonstrated attention to detail, ability to follow procedures, and meet deadlines.
WE OFFER
- Contract duration: 6 months, renewable
- Salary: €2.700-3.000 monthly/gross
- House allowance: €550 per month

- Refund up to €230 for visa renewal flight fares

HEALTH SAFEGUARDING
CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
